Phase 2
The present focus of the Phase 2 is the conduct of scientific campaigns, involving multi-spacecraft measurements, to address a set of specific questions on the solar-terrestrial environment and its processes.The central role of this joint-mission  activity is played by the  working groupon Solar terrestrial missions (WG 2 in the organizational structure). Consisting of scientists representing each agency, its projects, and its scientific community, this group interacts at the working level to define crucial science objectives that require multiple-spacecraft measurements; to identify the data sets needed for progress toward those objectives while ensuring compatibility of the scientific measurements from the various spacecraft; to identify appropriate models of the solar-terrestrial environment, which can be used for mission planning and for data interpretation; and to formulate policies for the exchange of data, which must be done in a manner that optimizes the research results while protecting the data rights of the principal investigators in an appropriate way.ISTP Rules of the Road. The  working group, also organizes symposia and workshops to involve the larger science communities in defining specific campaigns. These campaigns are accomplished over several periods when spacecraft positions are particularly favorable during the 1990's. As it is difficult to predict spacecraft constellations far in advance (e.g. due to on going orbit optimizations) a period of several months per campaign is assumed for planning purposes. The multi-mission data taking occurs in one or more short intervals (days to weeks) within the longer period.
Only in the context of the international IACG framework can such sustained multi-mission coordination, involving hundreds of Principal Investigators from many countries, be successfully sustained over several years.

The Second IACG Campaign - Boundaries in Collisionless Plasma

The IACG, in Bern October '98, approved the extension through Solar Maximum and the prime Cluster 2 mission.

Co-Coordinator: Dr. Daniel N. Baker
        The IACG, in Bern October '98, approved that the objectives of this campaign be included in the Solar Maximum (Campaign 5).
