Preface
Since 1981 four space agencies--the European Space Agency
(ESA), Intercosmos (IKI) of the former USSR and Eastern European
countries, the Institute of Space and Astronautical Science (ISAS) of Japan,
and U.S. National Aeronautics and Space Administration (NASA)--have formed the
Inter-Agency Consultative Group for Space Science (IACG) to increase the
overall scientific return from their missions through cooperation among the
agencies. After successfully cooperating in the mission to Halley's Comet,
IACG has adopted Solar-Terrestrial Science as the next science focus. In the
1990's, the four member agencies have up to 25 projects involving a total of 35
or so spacecraft that are either fully or partially dedicated to studies of the
solar-terrestrial environment.
The primary mode of IACG mission coordination is the conduct of specific
campaigns. The first of these is on Magnetotail Energy Flow and the Role of
Nonlinear Dynamics. This is a report of an IACG Workshop held at Airlie House,
U.S.A., from June 1-3, 1992, for the planning of this campaign. The goals of
this workshop, attended by 60-70 scientists, were to devise a strategy and to
prepare an implementation plan for answering several selected science
questions. The report summarizes the main conclusions of the Workshop.
